The first Veterans Treatment Court (VTC) was founded by the Honorable Robert Russell in Buffalo, New York, in January 2008. The structure of VTC is similar to that of drug treatment and mental health courts in that they involve cooperation and collaboration with court officials, community partners, and law enforcement. The goal is to connect eligible veterans with benefits and treatment earned through military service. There are 10 key components to the VTC.
