The purpose of this directory is to provide a centralized resource for agencies and groups working to combat human trafficking across the state. The N.C. Human Trafficking Commission (HTC) has not vetted the organizations or persons listed in this directory. Do not construe placement on this directory as an endorsement or recommendation. (Vetting process starting in the fall of 2021).
We encourage all users to research and assess each entity by reviewing agency websites, learning agency mission and values, asking questions about policies, procedures, political or religious affiliations, and previewing admission paperwork or client agreements before determining appropriate fit for referrals. The N.C. Secretary of State website is also a resource to search for information on a business or charity, including charitable solicitation license and non-profit status.

The Tier Ratings in this directory refer to an organization’s self-identified specification on human trafficking from the Polaris Project. The tiers do not refer to quality or preference but only to the organization’s focus on trafficking. Tiers 1 through 4 indicate the following level of specification:
Tier 1: The organization’s primary focus and/or mission is human trafficking.
Tier 2: Human trafficking is part of the organization’s focus, but they also focus on other populations, and they have a specific human trafficking project or staff person dedicated to human trafficking.
Tier 3: The organization’s focus and mission are not focused specifically on human trafficking, but their mission is focused on other high-risk populations or victim services, and has no specific human trafficking project or dedicated staff.
Tier 4: The organization is a general social services organization that is part of the anti-human trafficking effort by accepting referrals, attending training, etc.
Definitions for different group types come from the Regional Response Team (RRT) and Task Force Local Collaboration Enhancement toolkit created in partnership with N.C. Coalition Against Human Trafficking. Definitions are not meant to meant to limit or pigeon-hole local efforts but rather facilitate cooperation and maximize efficiency when connections need to be made quickly and to provide shared definitions and uniform language.
To ensure a shared, uniform language, the Resource Directory defines the following terms as:
Emergency Shelter: An organization provides shelter admission to its target population 24/7 with low barrier requirements (e.g., no application process or requirement to sign a lease or occupancy agreement) for the purpose of safety and initial stabilization.
Housing: Refers to non-emergency shelter housing options, such as transitional housing or shelter, residential programs, or long-term/permanent housing.
Direct Outreach: The organization interacts with potential survivors/victims either for the purpose of providing services or building relationships, such as in jails, homeless shelters, massage parlors, strip clubs, etc.
Awareness Education and Training: An organization provides trainings and/or engages in activities to raise awareness about trafficking to general public or businesses/employees that may interact with potential survivors/victims of trafficking.

National Human Trafficking Hotline Protocol
The Regional Response Team and Task Force sections states whether an organization is listed as part of the National HT Hotline Protocol. To be included, organizations must apply to the Polaris Project’s National Human Trafficking Hotline resource directory. To be included, the agency must be accepted by Polaris and the HTC. Organizations may be included in one of three capacities: 1) join Polaris Projects’ public referral list, 2) join private internal referral list, or 3) be approved to receive 24/7 victim response calls.
This section contains statewide government agencies engaging in anti-human trafficking work. Local government-led projects and university projects are listed separately in sections on this page.
North Carolina Human Trafficking Commission (NC HTC)North Carolina Justice Center, Raleigh
Background/Mission: Established in 2012 and revised in 2013, the HTC is the legislatively mandated leader of anti-human trafficking efforts in N.C.
Duties/Responsibilities: Examine and combat human trafficking; fund and facilitate research; create measurement, assessment, and accountability measures; inform and educate law enforcement, social services providers, and the general public; suggest new policies, procedures, and legislation; identify gaps in law enforcement or service provision and recommend solutions; receive funding to combat and examine human trafficking; development of regional responses.
Meetings: Annual statewide training symposiums with multiple tracks for professionals, open to the public. HTC meetings and committee meetings are open to the public and are usually held every other month.

Background/Mission: Protect the people of N.C.; works to prevent crime and support law enforcement, safeguard consumers, and to defend the State, its people, and their constitutional rights
Duties/Responsibilities:
Public Protection Section: Prevent crime, reform the justice system, and support victims through policy and public education. This work includes a focus on victims and survivors of violent crime, such as domestic violence, sexual assault, and human trafficking. As part of that work, it provides public education on human trafficking and internet safety.

Background/Mission: Advise the governor and state legislature on issues impacting women in N.C.
Duties/Responsibilities: Provides resources on HT in N.C. (English and Spanish); provides trainings and speakers; offers grants; maintains these programs:
SEE NC (Seek, Engage, and Empower) focuses on interdisciplinary collaboration and improving identification and response of HT in marginalized, underserved communities; interagency collaboration, accessible culturally specific resources, and training/technical assistance

North Carolina Department of Public Safety (NC DPS) Raleigh
Background/Mission: Safeguard the lives/property of people in N.C.
Duties/Responsibilities:
N.C. Alcohol Law Enforcement (ALE) trains alcohol distributors across the state on what to look for with HT. ALE investigates violations & enforces all criminal laws occurring on any of the ABC permitted businesses, including investigating HT allegations & other crimes. ALE Special Agents train alcohol industry members on how to identify HT victims & ways to report suspected violations, and ensure the Human Trafficking Hotline poster is prominently displayed at each business. Reentry, Programs and Services (ended 12/2020) studied the scope of HT among women entering prison. The deliverables will be a tool to identify human trafficking victims during diagnostic admissions to prison, to identify programmatic needs to address human trafficking-induced trauma, and specific training for custody staff to better identify HT related behaviors. State Capitol Police distributes human trafficking public awareness information (obtained through ISAAC) in the Downtown Government Complex and disseminates this information while conducting our crosswalk safety program.
N.C. State Bureau of Investigations (SBI) has state jurisdiction over human trafficking and offers assistance to law enforcement across the state with intel, investigations training, etc. SBI’s Human Trafficking Unit (HTU) investigates HT cases across N.C. State Highway Patrol Special Operations Criminal Interdiction Unit (CIU) is coordinating with SBI HTU to receive Texas DPS Interdiction for the Protection of Children human trafficking training; partners with multiple organizations to teach awareness and prevention of human trafficking curriculum to minors, including middle and high school students; participates in numerous conferences and trainings to stay up-to-date on patterns of human trafficking. N.C. Center for Missing Persons (NCCMP): Works with local, state, and federal law enforcement to assist with missing persons cases and the families of missing persons. The NCCMP assists with both children and adult cases across the state of N.C. The Center maintains the state’s AMBER, SILVER, and BLUE alert systems. Victim Services: The North Carolina Department of Public Safety- Office of Victim Compensation Services provides financial assistance that helps victims regain their lives and their financial stability. To determine eligibility for the Victim Compensation Program, claims are investigated, according to NCGS 15B. Victims Compensation Services reimburses citizens who suffer medical expenses and lost wages as a result of being an innocent victim of a crime committed in North Carolina. Victims of rape, assault, child sexual abuse, domestic violence, and drunk driving, as well as the families of homicide victims, are eligible to apply for financial help. Quarterly meetings are held with the Victim Compensation Commission for approval of claims exceed $12,500. The meetings are open to the public. However, whenever the commission begins to discuss the cases, the meetings will then go into closed sessions to maintain the confidentiality of the victim. North Carolina Department of Commerce – Agricultural Services Unit Raleigh
Background/Mission: Help people in N.C. find jobs; takes employment & supportive services directly to migrant/seasonal farmworkers & agricultural employers to ensure access to programs and services available through Workforce Development System.
Duties/Responsibilities: Outreach staff is trained on protecting farmworkers against sexual harassment & similar issues including sexual coercion, assault, & HT, which help outreach staff identify when these issues may be occurring in the fields and how to document and refer the case to appropriate enforcement agencies. Staff also trained in procedure for informal resolution of complaints.

Background/Mission: Crime-Victim Hope Attorneys of North Carolina Entity’s purpose is to empower and inform North Carolina’s crime victims and the public of crime victims’ rights through legal advocacy and education.

North Carolina Coalition Against Human Trafficking (NCCAHT)Raleigh
Background/Mission: A coalition of committed members collaborating in knowledge and practice to provide leadership and support across the state to eradicate human trafficking in North Carolina.
Duties/Responsibilities: The Coalition for charitable and educational purposes: support survivors of human trafficking through Survivor Network; raise awareness about human trafficking, provides public speakers; support efforts to prosecute traffickers; provide resources for the public, law enforcement, service providers, and government agencies

Children’s Advocacy Centers of North Carolina, Inc. (CACNC) 35 Accredited & 12 Provisional Child Advocacy Centers, locations found here
Background/Mission: Statewide membership organization that provides training, technical assistance, and guidance to local Children’s Advocacy Centers who collaborates with their local community partners to serve abused children.
Duties/Responsibilities: Develop, train, & sustain high-quality children’s advocacy centers; conduct 2 statewide child abuse symposiums annually; host forensic interviewing, abbreviated forensic screening, medical sexual abuse, & medical physical abuse trainings throughout the year; oversee all N.C. North Carolina Stop Human Trafficking Farmville, Pitt County; formally known as Eastern NC Stop Human Trafficking
Background/Mission: Creating communities actively working to abolish HT through education, collaboration, and legislative advocacy, as well as introducing fair trade products into the local market. The vision is a state free of HT. N.C. Stop Human Trafficking is 501c3 nonprofit provides a wide array of services, including basic community awareness campaigns, digital awareness campaigns and advocacy campaigns. It also provides education programs and professional trainings for law enforcement, social workers, foster parents, guardians ad litem, health care professionals and educators.
Duties/Responsibilities: Provides training and anti-human trafficking education programs; facilitates and assists in developing local coalitions across the state to improve prevention programming and stronger victim response, with the oldest and strongest coalition being the Pitt County Coalition Against Human Trafficking; advocates for stronger human trafficking legislation on state and federal levels; introduces fair trade products into the local market through awareness initiatives and its sub-program, Fair Traders Project.

NC Farmworker Health Program (NCFHP)Tier 3
Project Description: NCFHP is a Migrant Health Voucher Program within the N.C. Office of Rural Health that seeks to improve the health of migrant/seasonal farmworkers & their families by providing funding, training, & technical assistance to a statewide network of outreach and health care providers. NCFHP works with local agencies to provide care throughout the state to meet the needs of geographical areas with localized densities of farmworkers. NCFHP responds to gaps in health care that would otherwise prevent farmworkers from accessing needed care. NCFHP strives to achieve its mission through the following core activities/strategies:

Project Description: SAF works with young people and farmworkers to improve the living conditions of farmworkers. SAF has four main programs:
- Into the field internships: SAF develops the leadership of college students from diverse backgrounds, giving them the opportunity to work directly with farmworkers in the Southeast. - From the Ground Up program: SAF educates and informs thousands of community members by raising awareness of injustices in the agricultural industry through our From the Ground Up program. Elon University and NC A&T Project Description: Faculty at Elon University have been integrating human trafficking into their teaching, research, & service. From 2013 to 2020, Dr. Carmen Monico developed an education program in the campus & community and designed & taught a human trafficking course & workshops in conjunction with anti-trafficking organizations. While transitioning to NC A&T, Dr. Monico hopes to continue expanding this prevention work.

RTI International Project Description: RTI International is a nonprofit research firm based in Research Triangle Park, NC. RTI conducts studies of the characteristics persons who experience trafficking, assesses strategies to provide services to trafficking survivors, and provides technical assistance to federally funded anti-trafficking initiatives. UNC-Chapel Hill School of Social Work, Project No Rest Project Description: Project NO REST (North Carolina Organizing and Responding to the Exploitation and Sexual Trafficking of Children) addresses trafficking of youth aged 25 and under in N.C. The project is designed to increase awareness of HT affecting children & youth, especially those involved in the child welfare system, to reduce the number of these youth who are trafficked, & to improve outcomes for those who are trafficked. The project also addresses labor trafficking, & is designed to support/extend the state’s infrastructure to fight HT. With N.C. stakeholders, Project No Rest created a comprehensive plan to address youth trafficking in N.C. The project has also developed an array of short training videos, with the curriculum available online for child welfare social workers & foster parents.

Responding to Violence Victims during COVID-19: Ensuring Equitable Access to Diagnosis, Prevention, and Treatment
Overview: This project will investigate how N.C. violence services for intimate partner violence, sexual assault, & human trafficking have been impacted by COVID. Based on study findings, we will develop guidelines for violence service provision during this pandemic, as well as in future times of emergency & crises.

Human Trafficking and North Carolina Corrections: Identifying and Responding to Victims and Women at Risk
Overview: The Adult Correction section of the N.C. Department of Public Safety and researchers at the UNC at Chapel Hill School of Social Work are partnering to begin exploring the issue of human trafficking among adult women in the N.C. corrections system to ensure that victims are identified and connected to needed services. Through this partnership, we will develop human trafficking screenings, as well as identification and response protocols for the N.C. correctional system. We will also develop an accompanying training program and piloting plan.

UNC-Greensboro Project Description: The North Carolina Governor's Crime Commission project entitled Building Capacity to Identify and Serve Human Trafficking Victims in Eastern NC is a partnership between the North Carolina Network for Safe Communities (NCNSC) at the University of North Carolina at Greensboro, North Carolina Stop Human Trafficking Now, Outer Banks Hotline, and Roanoke-Chowan S.A.F.E. The purpose of the project is to build capacity to identify and provide direct services to victims and survivors of human trafficking in traditionally undeserved geographic regions in Eastern N.C. Capacity-building activities include region-wide training opportunities, educational and outreach events, and coordination of services. Additionally, the partnership is working to create and maintain multidisciplinary collaboration, as well as measurement and tracking of outcomes. NCNSC is providing education related to human trafficking on college campuses and working with statewide partners to implement human trafficking reduction strategies and educational and awareness efforts. NCNSC continues to present locally and nationally. NCNSC is also working with the Labor Trafficking Task Force facilitated by World Relief Triad and is assisting with data collection efforts to better understand the labor trafficking dynamic associated with begging and sales crews locally.
